Copyright © 2014 , CG MARKFED All Rights Reserved Powered by Chhattisgarh Markfed                                  Procurement Centres :: Paddy procurement under Price Support Scheme in the state is done through 1971  procurement centres of 1333 Primary Agriculture Credit Cooperative Societies..   Training :: Training programmes are conducted by Markfed before paddy purchase to train  representatives of Cooperative Societies so as to ensure computerization for  prescribed average and better quality paddy purchase. Storage Centres :: For storage of paddy procured under Price Support Scheme, 60 storage centres  have been established in the state. Storage of paddy in the storage centres are  done through following methods:  Primarily the lifting of paddy procured in the procurement centres is done  through custom millers. Balance paddy is transported to the storage centres  so as to avoid storage in the procurement centres. Disposal of paddy stored  in the storage centres is done after procurement period. Storage in the storage centres is done in open land. Selection of land is made in open sandy land. Paddy husk is filled in plastic bags of cement and keeps  in the shape of 30X20 double layer denege and makes stakes of paddy and  for each stake 100 tons domes are made. Such stakes are covered by Cap  Covers and for flowing rain water, drainage is made at the side of stake  according to necessit. Fixation of procurement target ::  State Government has formed a cabinet sub-committee for paddy procurement.  Every year during the months of August-September this committee meets and on  the basis of paddy cultivation area, rain situation and anticipated production, fixes  the target of paddy procurement. Gunny Bags Arrangement  Decision regarding arrangement of gunny bags required as per the fixed target is  also taken by the cabinet sub-committee. Presently the purchase of gunny bags is  made through D.G.S. & D. Supply Order for rail head wise monthly requirement of  gunnies for the state is submitted to DGS & D along with full advance payment. On  receipt of the required gunnies through DGS & D , they are being sent to the  procurement centres directly. Nearly 20-30% gunnies are kept as reserve in the  storage centre of Markfed, which is sent to procurement centres as per their  requirement.  Funds arrangement ::  Equal amount to the procurement target, State Government applies for loan from  the Food Limit of Reserve Bank of India and on loan sanction from Reserve Bank of  India, and on approval from Government of India, Ministry of Finance, the amount  is released. During the year 2009-10, as per state government instructions, loan  proposals from nationalized/commercial banks were obtained through tenders and  made arrangement of funds, which reduced interest burden of the state. Out of  this loan limit, amount equal to procurement was obtained from Central  Cooperative Banks and then sent to procurement centres for payment to farmers. Procurement of paddy in procurement centres ::  Paddy procurement process in 1589 procurement centres of 16 districts in the  state is run through society software. Village wise details and land owned by the  farmers coming under the procurement centre is already available in the computer.  On bringing paddy for sale by the farmer, weighment is done and then details  regarding village and name of the farmer is selected, entry of the quantity sold is  made and then sales value and cheque is prepared automatically. Society Manager  puts his signature on the cheque and hand over the cheque to seller. Lifting of  paddy from procurement centre is done as under:  Supply of paddy to Millers directly from Society :: In order to save double burden of expenses towards quick disposal and  transportation of paddy procured, paddy is sent directly from procurement  centres to custom millers on the basis of Delivery Order Issued by Markfed.  Despatch of paddy to Storage Centres :: After supply to millers, what ever quantity left at procurement centre is sent  to Markfed Storage Centre, in order to keep space for further procurement.  Tenders are called for paddy transportation and then transportation rate is  approved by the District Collector. Societies are entitled for incidental expenses/administrative expenses @ Rs.  9/- per quintal and 2.5% commission as per Price Support Scheme rates on  the paddy procured by Society as per State Government instructions.
